The government should further relax the regulatory compliances and paperwork needed to start an online store or online marketplace. The government should also increase the threshold for qualifying as an SME. This would help startups and small firms channelise their revenue for further growth which would eventually help the economy. Also, the new ecommerce verticals like Agritech, Edutech, Healthtech, Fintech etc. should get government support and push as these have the potential to change the Indian economy for the better.

The pandemic has been tough on businesses of every scale and size. We were expecting tax benefits and compliance relaxation for new and emerging businesses which has been taken care of in the budget. By extending the tax benefits for startups incorporated until March 2023, the Government has shown its inclination to foster the startup culture booming in India. This will have multi-pronged benefits and help the startups drive the growth of the Indian economy.

Highlights include: • GDP growth is seen expanding by 11% in 2021-22 fiscal. • The gross domestic product (GDP) contracted by a record 23.9 per cent in April-June and by 7.5 per cent in the second quarter. • For the full fiscal year 2020-21, the survey projected a contraction of 7.7 per cent; expects a V-shaped recovery in the next fiscal year. • Govt estimates FY22 (April 2021 to March 2022) GDP growth at 11 per cent driven by consumption.

GST relief for the SMEs and MSMEs: There should be rationalization of GST rates on various goods and services which are used by SMEs and MSMEs. e.g., Supply Chain Management Service, HR services, Services of Chartered accountants, Under Construction property as well as on Passenger and Commercial Vehicles etc. The new rule that restricts use of input tax credit (ITC) for discharging GST liability to 99 % effective January 1, 2021 should also be relaxed in the budget, as this will make more cash available in the hands of MSMEs to fund their growth and increase their working capital. Especially as most of them have had very rough 2020.
